Warm to hot water with a little fabric softner in a spray bottle, buy a hole thingy at hardware store to scuff up the paper then spray on, let sit, then it should peel off.
Good Luck!

Use warm water. Low cost and effective.
There is also a roller with spikes on it to preferate the wallpaper. Then put on the warm water with a cloth. Let it soak for 5 minuets, then peel.

A light fixture in the dining room that says "wow!" It doesn't have to be expensive, but it does have to reflect you and your decor style, while providing good lighting. Something that doesn't look like what you've seen in a dozen other people's homes. Depending on the light you currently have your dining room, you might be able to customize it for under $15 with some paint, fabric trim, glass beads, or whatever might work with you decor. Good luck.
